The story is set in an alternative history 19th century; a technologically advanced, steam-powered India, declares war to the British Empire, and Her Majesty's government recruits inventors and scientists to develop new weapons of war in the fight against this enemy. The story follows Professor James Maxwell (the Scottish physicist who formulated the theory of electromagnetic radiation) as he fights terrorist attacks in London and uncovers a conspiracy that could rock the foundations of the British Empire.
